How to Register as an Importer or Exporter

To launch your import or export business, you must first register with Sri Lanka Customs by following these steps:

Step 1: Obtain the Application
Begin by submitting the "Importer Exporter Registration Application." This form requires several mandatory fields to be completed, such as your business name, address, and details of directors or partners.

Typically, you would visit the Customs Department website to get this application. However, we've provided a soft copy here for your convenience.

Step 2: Enroll in the ASYCUDA System
The ASYCUDA (Automated System for Customs Data) system is an integrated customs management system used by Sri Lankan Customs to track information on imported and exported goods.

You’ll need to upload company and personal details, along with photographs of all partners or individuals, to the Sri Lanka Customs ASYCUDA system through a Customs House Agent. A detailed version of this process is attached for your reference.

Step 3: Gather Required Documents
After completing the application, gather and submit the necessary documents and certifications. Here’s a list of required documents based on your business type:

For a Limited Liability Company:

National Identity Card (NIC) or Passport of two directors (who signed the application), along with photocopies of NICs/Passports of all directors. If all directors are foreigners, at least one must have Permanent Residence (PR), Residential Visa (RV), or Business Visa (BV).
VAT certificate from the Inland Revenue Department.
TIN certificate from the Inland Revenue Department.
Commercial invoice and Bill of Lading (B/L) or Airway Bill (required only for importer registrations).
Certificate of Incorporation.
Form 01 or Form 48 & 40 from the Registrar of Companies.
Deed or Lease agreement of business premises relevant to the address in the TIN certificate.
Billing proof for the address in the TIN Certificate (e.g., Water Bill, Electricity Bill, Sri Lanka Telecom Bill).
For overseas companies: Forms 44, 45, and 46 from the Registrar of Companies.
For address changes: Form 13 from the Registrar of Companies.
For changes in directorial roles: Form 20 from the Registrar of Companies.
For company name changes: Form 03 from the Registrar of Companies.
For BOI companies: BOI Registration.
For Sole Proprietorships/Partnerships:

NIC or Passport of two partners/applicants, along with photocopies of all partners’ NICs/Passports.
VAT certificate.
TIN certificate.
Commercial invoice and Bill of Lading (B/L) or Airway Bill (required only for importer registrations).
Business Registration Certificate (not applicable for personal imports).
Deed or Lease agreement of business premises relevant to the address in the TIN certificate.
Billing proof for the address in the TIN Certificate (e.g., Water Bill, Electricity Bill, Sri Lanka Telecom Bill).

Step 4: Make Copies
Ensure you have photocopies of all original documents when submitting your registration, as you’ll need to provide these copies.

Step 5: Submit Your Application
Once you have collected all necessary documents, submit your application to Sri Lanka Customs.
